2. 医療経済学のもう一人の始祖（「なぜ彼なのか？」という質問があったので・・・・）


1963年、経済学者のケネス・アローはAmerican Economic Reviewという雑誌に"Uncertainty and the welfare economics of medical care"と言う論文を発表した。情報の非対称性下における医療提供者、患者、保険者の行動を扱ったこの論文は医療経済学において最も引用される論文の一つとなり、ケネス・アローは後に医療経済学の父と呼ばれることとなった。しかしもし医療経済学が"Medical Economics"でなく"Health Economics"と訳されるならば、対象は「医療」よりも幅広い「健康」という事になる。1972年、ゲーリー・ベッカーの学生だったマイケル・グロスマンは、ベッカーの家庭内生産理論(1965)と人的資本モデル(1962)を組み合わせ、健康の経済モデルを作り上げた。このモデルではまず家庭内生産の理論に乗っ取り、人々は健康の消費者であると同時に生産者であると見なされ、医療は健康を生産するための材料の一つと定義された。一方で、健康は資本で表現され、健康への投資を怠れば、健康資本は時間を追うごとに劣化していくとされた（Grossman, Michael (1972) “On the Concept of Health Capital and the Demand for Health” Journal of Political Economy）。このアプローチの一連の応用はBecker, Gary (2007) "Health as Human Capital: Synthesis and Extensions"にまとめられている。 今日の医療経済学は、ケネス・アロー、ゲーリー・ベッカーにそれぞれ別々の起源がある。医療経済学の分野で最先端の研究が行われている全米経済研究所（NBER）で"Health Care"と"Health Economics"の両方のプログラムが残っているのはその余韻で、前者がアローに端を発する医療制度の経済分析、後者がベッカーに端を発する健康の経済分析に焦点が当てられている。
